Answer box
Ukraine is a historic supplier of iron ore, pig iron, semi-finished and finished steel to the EU, closely tied by the Association Agreement and ongoing EU trade measures. Specific EU measures and periodic exemption review have applied to Ukrainian steel exports — the CBAM scope treatment can change at the regulation or implementing- act level, so check the current status with your customs representative for each shipment.
What the Ukrainian supply chain looks like
- Pig iron and semi-finished (CN 7201, 7206, 7207) — primary export lines.
- Flat steel (CN 7208, 7209) and long steel (CN 7213, 7214) from integrated mills.
- Large integrated groups with varying operational status depending on the overall security situation.
What to ask
Standard CBAM data points — fuels, production tonnes by CN code, precursor origin, monitoring plan version — plus operational status disclosure, since some mills are intermittently offline.
EU-Ukraine Association Agreement and CBAM
The EU-Ukraine Association Agreement includes trade and association provisions that have interacted with EU steel safeguards and anti-dumping measures. CBAM applies to Ukrainian-origin goods under the standard regulation; any amendment that changes scope treatment for Ukraine would be an implementing act — track it on the rule tracker.
Verification realities
- Ukrainian verification bodies have historical ISO 14064 experience.
- EU-accredited verification requires EU-accredited bodies; some Ukrainian bodies are seeking that status.
- Site visits may be constrained by security conditions in certain regions; CBAMWorks works with EU-accredited verifiers who have on-the-ground experience in Ukraine.
