CBAM for cement imports: coming to CBAMWorks

Coming soon

For cement, direct and indirect emissions both count, so suppliers also need electricity data. We're building support now.

Why cement is on the roadmap

Cement is in CBAM scope from day one of the definitive period. CBAMWorks is focused on iron & steel and aluminium first because that’s where most of our pilot importers’ supply chain lives. Cement support is next on the roadmap.

What will be different for cement

  • Both direct and indirect emissions count. Your supplier will need to submit electricity consumption alongside fuel use.
  • Decarbonation emissions from limestone are the big direct process line. The engine will handle clinker factor and raw-mill splits.
  • Clinker factor varies by product (CEM I, CEM II, CEM III).
  • Mineral addition shares (slag, fly ash, pozzolana) will be prompted explicitly.

What to ask your cement supplier today

Even though CBAMWorks does not yet process cement data, you can start building the data trail with your supplier:

  1. 12 months of fuel bills by type (coal, pet coke, alternative fuels).
  2. 12 months of electricity bills.
  3. Clinker production in tonnes.
  4. Finished cement production in tonnes per product type.
  5. Mineral addition quantities (slag, fly ash, pozzolana).
  6. Raw material mix for clinker (limestone, clay, iron ore).

Timeline

  • Now: data collection via spreadsheet template.
  • Q1 2027: cement support in CBAMWorks (planned).
  • Q2 2027: verifier booking for cement installations (planned).

What counts

steelAluDirectOnly
For iron, steel and aluminium, only direct emissions count. The exception: indirect emissions of sintered-ore precursors carry into steel goods. For cement and fertilisers, direct and indirect emissions both count. Source
